Why am I receiving this notice?
The California Public Utilities Commission (CPUC) wants to hear from you. In-person and virtual public participation hearings (PPHs) have been scheduled to hear your comments, concerns, and opinions regarding changes to the CPUC’s licensing and oversight of video franchises under the Digital Infrastructure and Video Competition Act of 2006 (DIVCA). Senate Bill (SB) 28 (Stats. 2021, Ch. 673) revises DIVCA to require that the CPUC adopt customer service requirements for state video franchise holders and to adjudicate customer complaints regarding these services. Your participation by providing comments can help in the development of the new rules.
You can attend and/or state comments and participate either at the in-person hearings or via the livestream of the remote hearings. You can also submit comments by mail or on the CPUC’s public comment portal. The CPUC invites you to visit a Commission webpage maintained by the Public Advisor’s Office about this proceeding. You may access that webpage via this link: https://www.cpuc.ca.gov/pph. The CPUC also invites you to a Commission webpage on video franchising at the following link: https://www.cpuc.ca.gov/videofranchising.
The remote PPHs may be viewed using the live video broadcast AdminMonitor webcast link or heard via the toll-free telephone number. The AdminMonitor broadcast has English or Spanish captions that can be accessed via the green button below the video screen. To provide public comment, use the toll-free telephone number and participant code provided above. To speak, press “*1” and record your first and last name when prompted. Public officials wishing to speak should provide their name, title, and governmental entity.
Written public comments may be provided at any time during this proceeding through the Add Public Comment tab on the CPUC’s website at apps.cpuc.ca.gov/c/R2304006.
How does this process work?
This rulemaking is considering changes to DIVCA that require the CPUC to adopt customer service requirements for state video franchise holders and to adjudicate customer service complaints. The rulemaking is assigned to a CPUC Administrative Law Judge and a Commissioner, who will consider proposals and evidence presented during a formal process, and then issue a proposed decision. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decision, will be discussed and voted upon by the CPUC Commissioners at a public CPUC Voting Meeting.
